Can the catnip be replaced in the catnip toys?

It cannot be replaced, but you can refresh or perk up the catnip by placing the toys in a plastic bag or airtight container with some loose catnip. With my five cats, I have found they go back to their years-old toys time and time again, even without refreshing them.
